Based on AntDB, Yunnan Expressway has completed the independent and controllable upgrade and transformation of clearing and settlement system
In 2019, the relevant national ministries and commissions proposed to "abolish provincial toll stations on expressways within two years" to realize non-stop express toll collection, reduce congestion and facilitate the masses.
In the same year, the "Outline of the construction of a strong transportation country" pointed out the need to "vigorously develop intelligent transportation", promote the deep integration of new technologies such as big data, the Internet, artificial intelligence and the transportation industry, and promote data resources to empower the development of transportation.
Under the trend of intelligent transportation and digital transportation, Yunnan Road Network Toll Management Co., Ltd. built a clearing and settlement system based on AntDB with the help of its business precipitation in the highway industry, and took the lead in completing the independent and controllable transformation of the clearing and settlement system to realize the innovative upgrade of service management mode.
At the launch of AntDB 7.0, a home-made database, Zhang Chenglin, deputy general manager of Yunnan Highway Network Toll Management Co., Ltd, shared in detail the platform construction experience and practical application when he was invited to attend the speech.
The highway is built and operated by province, involving many business entities and economic organizations that enter by contract according to the law. To achieve open, fair and just clearing and settlement of toll fees, it is key to realize full coverage of business scenarios.
Yunnan expressway clearing and settlement system, through the cloud platform, AntDB, big data management and other advanced technologies, covers data collection, uploading and downloading, data processing, clearing, clearing and settlement, data verification, path fitting, data query and other business scenarios, to ensure timely and complete uploading of toll transaction data, to ensure the accuracy of cross-province and intra-province transaction data, to ensure that all kinds of special toll transaction data should be collected, and in accordance with the unified account, centralized remittance, unified clearing to allocate them to the operation and management units of each road section. It unified the standardization of the province's networked toll collection business functions.

The main source systems involved by the platform are provincial clearing and settlement system, lane tolling system, ETC gantry tolling system, issuance system, customer service and issuance system, etc.; the data formats involved are various, including not only the daily acquired passage records, transaction flow, basic information data, etc., but also a huge amount of daily new customer data and ETC gantry passage picture data. With a daily average processing of about 10 million gantry flow and 1 million lane flow, the clearing and settlement system has been running smoothly since its launch and has achieved good economic and social benefits.

Yunnan expressway realized two innovative upgrades of service management mode through clearing and settlement system and big data platform construction:
First, it upgraded from the traditional mode of sectional management of each road section center and centralized auditing of each provincial center at a stage to new intelligent mode of unified settlement of national expressway toll collection and “non-stop tolling at provincial border”, bringing the traveling convenience of no need for drivers to stop for the fare and effectively reducing the operation cost of expressway.

Second, the former single clearing and settlement service of expressway was transformed to diversified operation and management of intelligent expressway. Building the intelligent middle-ground capabilities such as data computing system, data sharing center, audit and credit management system, risk management system, business data analysis system, provides timely data services for lane toll collectors, auditors and issuers, provides real-time data support for the front desk, completes the unified remittance and clearing of multi-source, multi-dimensional and multi-type data to ensure the integrity, timeliness and accuracy. In doing so, it improves the efficiency of allocating province's highway communication fee, at the same time, refines the highway vehicle-road cooperation program, making vehicles and roads smarter and travel safer, and lying the foundation for realizing the real high-quality innovative development in the field of intelligent expressway services.
In the future, Yunnan Expressway will give full play to the advantages of highway traffic resources. Focusing on business scenarios such as smart highway and vehicle-road cooperation, it will actively explore new models, new businesses and new developments to create a new benchmark for the development of "smart expressway" in Yunnan Province, jointly create a comfortable service environment, provide more "smart highway" travel services with high quality for society, and add to the realization of China's strategic goal of "building a strong transportation country".
